UNIVERSITY OF LIMPOPO
International Affairs Fees and Protocol
Engage in cross-cultural experiences, collaborate with peers from different backgrounds, and broaden your perspective
Prof Nonceba Mbambo-Kekana
Director: International Affairs
Welcome to the University of Limpopo’s Office of International Affairs (OIA).
OIA’s vision is “empowering internationalisation at the University of Limpopo (UL).” We aim to achieve this vision through our motto of “finding solutions for Africa”.
We aspire to be the first port of call and partner on all matters of internationalisation for the global higher education community. OIA works towards building an international footprint through the exchange of ideas and insights with other change-driven organs of society throughout Africa and the rest of the world.
Since 2004, OIA has collaborated with International Education Association of South Africa (IEASA) on many fronts in the promotion of internationalisation. Over the years, the office participated in all IEASA activities i.e. annual conferences, dialogues organised by IEASA and DHA and our corroborative efforts between the international office and international students. In August 2016, together with IEASA, we co-hosted Global Conference on Internationalisation of Higher Education.

Payment Plan for Tuition & Residence Fees
- Students shall not be allowed to enroll or add/change modules at any stage unless the financial obligations have been met in full.
- Accounts reflect various payment dates indicating the latest date by which the payment must reach the University of Limpopo. If a module’s block code is changed it could in some instances result in an earlier payment date as it is determined by the block code of the module.
- These payment dates cannot be extended under any circumstances as the University of Limpopo does not permit installment arrangements beyond the respective payment dates.
- The University of Limpopo uses the services of external debt collectors for the collection of overdue accounts and the student will be held liable for all costs incurred including the debt collector’s costs.
- Not receiving an account statement does not relieve students of the obligation to pay by the payment due dates.

Failure to Comply with the University Payment Plan
A student who cannot comply with these arrangements must make other arrangements for payment of the prescribed fees with the Director: Revenue Management in advance, with the provision that the final installment is payable on 31 December. Should the money not be paid on the predetermined dates or at the times as determined otherwise, the University may resort to one or more of the following measures:
- Deactivation of the University card;
- Refusal of class admission;
- Refusal of admission to the examinations or to graduation;
- Non-issue of examination results, diploma, and degree certificates;
- Refusal of registration as a student;
- Exclusion from University residence; and
- Handing over to the University lawyers or collection agencies for purposes of collecting the debt.
- The University has the right to make any inquiries it deems necessary to evaluate a student’s application for credit. Should credit be granted, the University has the right to place information with regard to defaulting on the payment of a University account on record with the credit bureau.
- All money due to the University following a handing over either to the University’s lawyers or debt collectors can only be paid directly to the third party’s bank account.
- The University will not receive any payments in respect of accounts already handed over.
- In cases where accounts have already been handed over, the debtor remains liable for all collection costs incurred.
Cancelation of Tuition Fees & Residence Fees
On cancellation of registration the International student remains liable for:
- Academic Administration Fee
- International Levy
- Residence Administration Fee
In addition to that for any module and or residence cancellation after the relevant due dates, the student is also liable to pay the fees according to the relevant block code:
Only written cancellations directed to, received and captured in the system by the School will be valid. The cancellation instruction must be dated and signed by the student.
Students will not qualify for any credit should they neglect to submit a cancellation by the stipulated deadline dates.
In the event of a faxed cancellation instruction, the facsimile’s receiving date and system cancellation date is regarded as the actual cancellation date.
The sender should confirm the receipt of the fax telephonically. The sender is advised to retain the transmission confirmation slip for future reference.
For students excluded from any course or module as a result of unsatisfactory academic progress or misconduct as stipulated by the UL’s rules and regulations, the cancellation credits listed below according to the relevant block code will apply.
Students who have discovered that they have no aptitude for the particular course they enrolled for, or who have misdirected themselves in respect of their course of study, will only qualify for credit if cancellation takes place within the dates stipulated.
Should a student fail to attend classes and neglect to submit a written cancellation before the deadline dates the student will be liable for payment of all fees as indicated in the student statement.
After the termination of studies by a student, the full outstanding balance will immediately become due and payable and UL will exercise the right to immediately take the necessary steps to recover the full outstanding balance. Further action will immediately be instituted for the recovery of any unpaid amounts after the deadline date.

Different Categories of International Students
- South African citizen provided he/she does not have a study visa in his/her other passport. Students should bear in mind that some countries do not allow dual citizenship and that South Africa does not allow dual citizenship with countries who do not allow it. Therefore, to register as a South African citizen, students will be required to submit a South African passport or South African identity document. This category of students qualifies to pay local fees.
- Citizen of another country but with permanent residence in South Africa: Permanent residence in South Africa entitles the holder to rights similar to that of South African citizens with a few exceptions. The students will be required to submit a valid passport with a South African permanent residence permit/stamp therein. This category of students qualifies to pay local fees.
- Refugees: A refugee is a foreign national who has refugee status accorded by the United Nations High Commissioner for Refugees (UNHCR), has a South African identity book which is stamped as refugee status, and is normally valid for two years until permanent status is awarded. If not, accorded status reverts to “asylum seeker”. The Refugee Act, Act No. 130 of 1998 (Section 27) provides refugee students the right to study without a study permit. This category of students qualifies to pay local fees.
- Asylum seekers: An asylum seeker is a person who comes to South Africa and applies to the government for protection as a refugee. An asylum seeker should have a valid permit issued under the Immigration Act, Act No. 13 of 2002 (Section 13) Department of Home Affairs. Tuition fees are similar to those of local South African students and they pay local application fees. No medical aid cover is legally required, however, it is highly recommended.
Who Pays International Fees?
- Asylum seekers: – Pay international fees until they officially receive refugee status.
- Diplomats and their dependents stationed in South Africa – Pay international fees until they themselves have obtained SA citizenship or permanent residency.
- International University of Limpopo employees and their dependents – Pay international fees until they themselves have obtained SA citizenship or permanent residency.
- International Students who are children of South African citizens or Permanent Residents – Pay international fees until they themselves have obtained SA citizenship or permanent residency.
- SA Permanent Resident Applicants under Review (including those married to SA residents/citizens) – There is no guarantee that permanent residence status will be granted until such status is granted, international fees apply.
- International Students who are married (including same-sex marriages) to SA citizens or permanent residents – Pay international fees until they have obtained SA citizenship or permanent residency.
- International Students who are in life partnerships with SA citizens or permanent residents – Pay International fees until they have obtained SA citizenship or permanent residency.
- International Students who pay SA taxes (e.g. contract workers or temporary residents) – The criterion of paying tax in South Africa does not change a person’s immigration status and as such, it is not sufficient for a reduction in international fees.
- International Students who pay SADC taxes – Paying tax in a SADC country does not change a person’s immigration status and as such does not qualify for exemption from international fees.
- SA & SADC Temporary Residents – If there is an expiry visa date and individuals are required to renew their residence status periodically, then such individuals are not permanent residents of the country and do not qualify to pay local fees.
Changes of international status
Should the student’s international status change after registration, the changes will only be implemented in the next registration, meaning the student will still be fully liable for the fees as it was billed before the status was changed.
